My client was undergoing a standardisation programme following the acquisition of 3 other hospital Trusts. The programme vision was to achieve standard working processes and uniformity of system capabilities across all 4 sites. In addition to this, my client was was looking to deploy the maternity patient administration system ''Badgernet'' and pathology/radiology (order comms) system, in addition to deploying smaller modules of the ALLSCRIPTS (now Altera) PAS.
I was faced with eliciting, documenting and standardising clinical processes across all four sites, identifying and evaluating potential hazards, liaising with clinical and non clinical stakeholders to approve changes and as a result, produce future state process designs and ultimately support the approved implementation of the To Be.
Working very closely with other colleagues and stakeholders, I was able to elicit, document, analyse and validate the entire As Is ADT processes, including elective and non elective surgery, treat and return processes, RTT processes etc. I equally considered with the help of vendors, solution architects and SMEs, the possibility of interoperability and/or accessibility of data between the various sites.
Addressing the above, technical challenges were met resulting from the way the existing systems issued serial numbers, which meant that combining the database from all 4 systems will likely trigger a situation where one serial number will match more than one individual. This is an unacceptable risk hence, a solution has to be identified, evaluated and approved.
A collaboration of cross functional professions helped in the development of an options paper which evaluated solution options and recommended a CDR capability which even though would solve the problem, will do so at a very significant tangible/financial cost. The recommended option did not receive approval and the overall project was controlled to stop.
My effort was then channeled towards supporting the deployment of Badgernet which was successfully implemented.
